Pitt Rugby Recruiting Letter

Hello,

My name is Tyler Miller, and I am emailing you on behalf of the University of Pittsburgh’s rugby club. We are a division 2 club sport, however we do travel and play against schools such as IUP, West Virginia University, Fairmont State, Slippery Rock University, and California University of Pennsylvania. Last year, we won the Alleghany rugby union, and this year we tied for 2^nd place. We do travel to playoffs and also are able to compete in collegiate national championships. At the very top, players from Pitt will have a chance to try out for the junior US eagles.

The University of Pittsburgh’s academics are also top notch. Newsweek ranked Pitt as the number 37 school in the top one hundred global universities. Students are provided with many luxuries while attending Pitt, such as free software as well as free public transit anywhere in the Alleghany County. Pitt has a safe urban campus, with our own police force, and everything a student needs is within a five minute walk of their residence halls.

I am asking you to please talk to your players about coming to Pitt to play rugby at the next level. Although we are a club sport, we do take winning seriously, and are competitive every year. Any player who wants to come out and play for Pitt is more than welcome to come play for us.

Overall, Pitt is a great choice to send your players to, and I hope you will talk to your players about attending the University of Pittsburgh. If you have any questions, feel free to email me at tjm70@pitt.edu

U19 High School Referee Assignment Information

Dear Club Representatives:

All of the referee requests that we received as of today for Spring 2010 have now been posted on the Referees Society website at:

Please check my work. (Some of you followed instructions and made it easy; some of you sent missives requiring lots of interpretation. )

You need to search on the name of your club, not just check the dates that you sent in.
That will let you can catch a game on a wrong date, an opponent who thinks they are playing against you (without your knowledge),
or games that your opponents have not submitted.
If you find an error where your team is listed as “Home”, please contact me.
If you find an error or omission where your team is listed at “Visitor”, CONTACT THEM, NOT ME.
Hosting/home teams are responsible for sending in requests and an corrections.
And if all is well, please don’t send any message at all.

I will try to get assignments posted by Wednesday for next weekend . (I’ve just finished entering more than 300 games!)
Usually, assignments will be posted by Monday for the following weekend.

While collecting schedules, I was still getting email messages from match secretaries claiming that were not on one of the PRU listserves and hadn’t received the email with the format for requesting referees. If you are a club officer, please make sure that your fellow officers are on the appropriate union listserves. You do not need to be on the listserve for the Referees Society unless you also officate or just want to hear our chatter.

All of the usual procedures for contacting referees and advising me of changes/cancellatio ns remain in force.
Please contact me if you have any questions regarding those.

Level 1 Referee Class available to all who are interested in learning to referee rugby

Please see the email below from PSRFR re: the upcoming referee clinic. It is important that we have certified referees (more than one) on each club.

Allow me to add one more thing. There are lots of reasons why you may not be able to play, but you could still referee to keep yourself in the game.

You might be too injured to play, but you are still active (and you will stay fit just running around a rugby field). This is a great way to stay with the game while you’re healing.

You might have work/school commitments that take you away from games/practice, but you still have time Saturday afternoon, or some weekday late afternoon for a HS game.

You might not have health insurance and you don’t want to risk injury by playing, but there’s very little chance of being injured while refereeing.

You’ve had your run with the club and are thinking about hanging your boots up, but you want to give back now and then. There are plenty of young rugby players that could benefit from your experience.

You got a red card (or a bunch of yellow cards) and are forced to sit out for some period of time. (You’re not a bad guy, you just have to do your time.) You might consider refereeing (see what it’s like on the other side of the whistle). Think of it as community service.

The Level 1 Officiating Course is the basic refereeing course. There are no prerequisites for attending this course and it is the sole training vehicle for the education of entry level referees as certified USA Rugby referees. The Level One Course covers the referee’s priorities, provides an introduction to the Laws, and examines scrums, ruck/mauls, tackles, lineouts, offside, and advantage with focus on the critical parts and how to referee them. When a student has completed this course, and the accompanying test, they are ready to begin refereeing safely. Students that do not pass will be given opportunities to retest onsite. The objective is to ensure Law knowledge, not to weed people out.

How to Register

Use the following link to register. In order to take the class you must be a CIPPed member of USA Rugby.

We recommend you register not later than 20 February so that we may order the correct amount of materials to have for the classes. [latecomers will eventually get the materials, but they will be shipped later and not available for the class. REGISTER EARLY!]

– Course fee is $50 and we will order out for lunch so we can work through it.

– Please wear clothing suitable for activity, as we will be having indoor practical session work throughout.

Why do I need to CIPP? How does CIPP Work?

The previous interpretation of the CIPP coverage immediately following my response is not correct.

If a non-CIPPED player somehow slips into a match, the coverage is not NULL for everyone or the “entire event”. Obviously, the non-CIPPED player has no coverage but the clubs, players, coaches and volunteers etc. who are properly CIPPED would be covered. That means that if the non-CIPPED player injures someone or causes property damage, he could be sued personally and CIPP coverage would neither defend nor indemnify him. All properly CIPPED parties are required to sign a Waiver and Release which prevents them from suing other CIPPED members.

The CIPP policy does require that member clubs maintain a system to regularly secure signed Waiver and Release forms from participants. It does not require that the system be perfect or failproof but it does require that it be “adequate”. However intentional error may render your club’s coverage void.(Knowingly letting a non-CIPPED person play)

Maintaining the “system” (including the records) is critical to prevent your coverage from becoming void in the event there is an incident.

The policy states the following:

” Unintentional error on your part in securing Waiver and Release or Minor Waiver and Release forms will not void your coverage in the event of an “occurrence” to a participant. However, your failure to maintain an adequate system to regularly secure Waiver and Release or Minor Waiver and Release forms will void your coverage in the event of an “occurrence ” to a participant. ”

“When you notify us of an “occurrence” involving a participant, you will also provide us with a valid Waiver and Release form that has been signed and dated by the participant prior to the time of the “occurrence. If the participant is a minor, you will provide us with a valid Minor Waiver and Release form that has been signed by the parent(s) or legal guardian(s) of the minor participant. ”

So it is VERY important that everyone charged with administering a club’s “system” obtain the signed Waiver and Release forms from each person on your roster. These must be maintained and stored where you can retrieve them if needed. Further, the forms should be kept on file for at least the longest statute of limitation period in the states in which you compete in. The following are the statutes of limitations for bodily injury in our PRU: VA: 2 years (5 years for property damage); DC 3 years; MD 3 years; PA 2 years.
