Downtown Frederick, Maryland – Downtown Frederick Partnership is pleased to announce the 2025 recipients of the Mission: Interior matching grant program: Edgeworks Knife & Supply, Hippy Chick Hummus, The Kitchenette, Maryland Ensemble Theatre, The Perfect Blend Cafe, Tenth Ward Distilling Company and Wag’s Restaurant.

Mission: Interior supports interior capital improvements that help strengthen the downtown retail and restaurant community. The program provides up to $5,000 in matching grant funds to eligible Downtown Frederick businesses. For the Spring 2025 round, a total of 20 businesses applied seeking more than $55,000 in grant funding. The Partnership’s Business Development Committee selected seven businesses based on the program criteria to receive the total available grant funds of $25,000. These applicants are supporting the selected improvements with more than $39,000 in matching contributions.

The funded projects include:

Edgeworks Knife & Supply: Replacement of old carpet flooring with wood laminate to enhance the retail space. Grant Award: $5,000

Hippy Chick Hummus: Renovation of the public restroom, including flooring, plumbing, and installation of a commercial toilet. Grant Award: $2,000

The Kitchenette: Upgrade the main showroom with new track lighting to create a brighter, more inviting space. Grant Award: $1,000

As a small business, it can be difficult to prioritize behind-the-scenes improvements. I am very grateful for the generous support provided through the Downtown Frederick Partnership. This Mission: Interior grant will allow Hippy Chick Hummus to remodel our public restroom to help us better serve our community. Thank you for caring about small business and for investing in our growth and accessibility,” said Erika Brown, owner of Hippy Chick Hummus.

At Perfect Blend, we’re always looking for ways to enhance the experience for our customers, and the Mission: Interior grant gave us the opportunity to make meaningful upgrades to our space. We’re so grateful for the Partnership’s support and excited to continue growing in the heart of Downtown Frederick”, said Rabi and Pragya Dangol, owners of Perfect Blend.

The Partnership is proud to continue investing in our downtown businesses through the Mission: Interior grant program,” said Kara Norman, Executive Director of Downtown Frederick Partnership. “These improvements, large and small, contribute to the long-term success of our retailers, restaurants and cultural spaces while preserving the character and vitality of Downtown Frederick.”

Applications were reviewed by the Partnership’s Business Development Committee and ranked on criteria including longer lease periods, business tenure, greater than 50% match, projects that expand the services offered by the business through improvements to either accessibility or fire suppression systems, geographic diversity and projects that improve and/or restore an interior historic feature.

Since its launch, the Mission: Interior program has helped strengthen Downtown Frederick’s economic infrastructure while supporting projects that make downtown spaces more beautiful, accessible and functional. Prior to this grant round, more than $165,000 has been granted to downtown businesses which has been matched by more than $542,000 in business investments in improved commercial spaces.

Downtown Frederick, Maryland – Downtown Frederick Partnership has been designated as a 2025 Accredited Main Street America program for meeting rigorous performance standards. Each year, Main Street America and its partners announce the list of designated programs to recognize their exceptional commitment to preservation-based economic development and community revitalization through the Main Street Approach™.

This designation is a powerful advocacy tool, signaling to local stakeholders, as well as city, state, and national funders, that a Main Street program has an established position within a nationwide movement with a 45-year proven track record of generating impressive economic returns, building local capacity, creating welcoming and inviting communities, and creating lasting impact.

“Main Street America is proud to recognize this year’s 821 Accredited Main Street America programs for their commitment to building strong and vibrant communities,” said Erin Barnes, President and CEO of Main Street America. “Their tireless efforts show what’s possible when engaged leaders work together to shape places that reflect the people they serve. The continued impact of our network shows that the Main Street movement remains a powerful force for positive transformation.”

Downtown Frederick Partnership’s performance was evaluated through assessments conducted by the organization’s staff and Board of Directors, and Main Street Maryland, which works with Main Street America to identify local programs that meet rigorous national community evaluation standards.

“We are honored to once again receive Main Street America’s Accredited designation,” said Kara Norman, Executive Director of Downtown Frederick Partnership. “This recognition is a testament to our ongoing efforts to build a vibrant and resilient downtown—one that reflects our community’s character, history and entrepreneurial spirit. We’re proud to be part of a national network that values place-based impact and community-driven growth.”

The community evaluation standards provide the Main Street America network with a strong foundational framework to review progress, recognize strengths, understand trends, and identify strategies that move Main Street programs forward. To quality for Accredited status—Main Street America’s top designation tier—communities must demonstrate a proved track record of achieving outcomes in alignment with the Main Street Approach and exceptional performance in six areas: broad-based community commitment to revitalization; inclusive leadership and organizational capacity; diversified funding and sustainable program operations; strategy-driven programming; preservation-based economic development; and demonstrated impact and results.

In 2024, Main Street America programs generated $7.65 billion in local reinvestment, helped open 6,324 new businesses, facilitated the creation of 33,835 new jobs, rehabilitated 10,126 historic buildings, and logged 1.9 million volunteer hours. On average, for every dollar that a Main Street program spent to support their operations, $21.73 was reinvested into their downtown and commercial corridor communities.

In 2024, the Partnership facilitated more than 3,146 volunteer hours and supported the opening of 20 new businesses in Downtown Frederick, further contributing to the district’s economic vitality. The Partnership also hosted Maryland’s first-ever Main Street Maryland Conference, bringing together professionals from across the state to share best practices in downtown revitalization. These milestones and others reflect the organization’s continued leadership in building a vibrant, resilient and welcoming Downtown Frederick.

Downtown Frederick, Maryland – Downtown Frederick Partnership gathered local leaders, business owners, and community partners this morning for the 2025 State of Downtown Frederick breakfast at The Visitation Hotel. Held annually, this signature event brings together stakeholders from across the community to hear updates on Downtown Frederick’s economic performance, current challenges and the projects shaping its future as well as to be inspired by the keynote speaker, Ed McMahon.

This year’s event held special significance as the Partnership is celebrating its 35th anniversary, marking more than three decades of community-driven progress, and launching a new era of growth, creativity and investment in Downtown Frederick.

In her address, Kara Norman, Executive Director of Downtown Frederick Partnership, reflecting on the organization’s journey noted, “So much of what we love about Downtown Frederick today – the vibrant streets, the thriving small businesses, the welcoming sense of place – has been years in the making. It’s the product of decades of collaboration, creativity and shared vision. And as we look ahead, we’re focused on what’s next: building a downtown that’s inclusive, resilient and made for everyone.”

Norman walked attendees through the Partnership’s evolution, from its beginnings as the Greater Frederick Development Corporation, to its designation as an official Main Street program in 2001 and its rebranding to Downtown Frederick Partnership shortly thereafter. She also highlighted signature initiatives that have helped shape the downtown experience – First Saturdays, Alive @ Five, the Downtown Frederick Gift Card Program, a comprehensive wayfinding system, placemaking projects, and the Ambassador Program.

The Partnership also presented findings from the 2024 Business Performance Survey, which showed that 54% of businesses reported increased income, while only 24% expressed optimism about the year ahead – a notable drop from the previous year. Top concerns included weekday foot traffic and rising operational costs, with nearly 60% of respondents identifying increased foot traffic as their top priority for 2025. In response, the Partnership will continue to focus on its marketing efforts, strategic partnerships and community programming to drive year-round engagement downtown.

Looking to the future, Norman shared several major initiatives already underway:

  • A Downtown Food Hall, in partnership with McClintock Distilling and the City of Frederick, will offer space for early-stage culinary entrepreneurs inside a revitalized historic building.
  • A Retail Incubator Program, managed in collaboration with SOUL Street, will provide shared retail space, mentorship, and business development resources for new and diverse local retailers should catalytic funding be secured.
  • The Downtown Streetscape project, developed alongside the City of Frederick, will reimagine 15 blocks of Market and Patrick Streets to improve safety, accessibility and overall walkability.
  • The long-awaited Downtown Hotel and Conference Center, that will bring a 200+ room Marriott hotel, meeting space and the adaptive use of the historic Trolley Building to the heart of downtown.

The event concluded with a keynote address by Ed McMahon, Chair Emeritus of Main Street America. McMahon delivered an inspiring message on the power of place-based economic development and the importance of investing in the character and authenticity of communities.

“Downtowns are the heart and soul of a community,” said McMahon. “You can’t have a healthy city without a healthy downtown. The best way to predict the future is to create it – and that starts with building places where people want to be.”

As Frederick continues to grow – with more than 2,000 new residents expected in the greater downtown area in the next few years – the Partnership remains focused on ensuring that Downtown Frederick grows with purpose, and remains a place of opportunity, culture and connection.

Downtown Frederick, Maryland – Downtown Frederick Partnership is dedicated to fostering a vibrant, thriving downtown that serves as the heart of the Frederick community. As a nationally recognized Main Street organization, the Partnership works year-round to support local businesses, enhance public spaces and create engaging events that bring people together. Through strategic initiatives in business development, design, events and community engagement, the Partnership ensures that Downtown Frederick remains a dynamic place to live, work and visit.

Downtown Frederick Partnership is pleased to share key accomplishments and announce upcoming initiatives that will further enhance the vitality of Downtown Frederick. The following updates were presented to the City Council on March 20, 2025.

Business Development

The Business Development Committee provides Downtown Frederick’s new and existing businesses with the incentives, tools and resources they need to thrive. The committee focuses on creating a supportive environment for the entrepreneurs and innovators that drive the downtown economy. Highlights from the past year and upcoming projects include:

  • Retail Incubator: In February 2025, the Partnership was one of 88 Main Street organizations nationwide—and the only one in Maryland—invited to apply for a $100,000 Hartford Small Business Accelerator Grant. If awarded, the Partnership plans to use the funds to launch a Retail Incubator that will support diverse entrepreneurs by providing a shared retail space, business training and mentorship. If the project moves forward, applications to participate in the incubator are expected to open later this year.
  • Mission: Interior Grant Program: Supported by funds from the State of Maryland’s Community Legacy program, Mission: Interior provides capital support for downtown businesses to improve the interior of their historic spaces. To date, more than $186,000 has been awarded through the program. The 2025 application is open now through April 9, with a new rolling application process launching in FY26 to provide up to $1,000 in funding for new downtown businesses.
  • Business Training & City Visit: The annual City Visit took local business owners to Annapolis to explore parking redevelopment. In 2025, the visit will focus on Downtown Harrisonburg, VA, studying accessibility, events, and marketing strategies. Additionally, the Partnership introduced micro-trainings on key topics, including the Youth Apprenticeship Program, Google Business Profile setup and customer engagement with ASL users.
  • 2024 Business Performance Survey: The Partnership’s 13th annual survey captured insights into downtown businesses’ financial health, economic outlook, and challenges. Key findings from the 93 responding businesses include:
    • 47% of businesses reported profits as “much better” or “slightly better” in 2024 (up from 42% in 2023).
    • The most valued Partnership services were ranked as communication of city news (90%), downtown marketing (80%), and streetscape improvements (65%).
    • The top challenges for 2025 include rising costs, foot traffic, and employee retention.

The Partnership is taking these challenges into account as it plans initiatives to support downtown businesses in the months ahead. The full report can be found here: downtownfrederick.org/wp-content/uploads/2024-Business-Performance-Survey-Report.pdf

Design & Infrastructure Enhancements

The Design Committee works with numerous community partners to address key planning issues that set Downtown Frederick apart. Key projects include:

  • Downtown Ambassador Program: Since 2021, this initiative, with support from the City of Frederick and other funders, has significantly contributed to Downtown Frederick’s cleanliness and hospitality. Ambassadors are full-time paid employees who work 5 days a week. In the past year, they have cleaned 11,758 block faces as well as 4,779 public infrastructure items, and collected 1,660 bags of trash.
  • Bring A Broom Saturday: This annual volunteer cleanup event mobilizes 350-400 volunteers to clean and beautify downtown. The 2025 event is scheduled for Saturday, April 26 – register to help at bringabroom2025.eventbrite.com
  • Downtown Streetscape Improvements: The Partnership submitted its first-ever $2 million Congressionally Directed Spending request to support future streetscape upgrades. The Downtown Frederick Streetscape Study conducted by Downtown Frederick Partnership and the City of Frederick in 2021 can be found here: downtownfrederick.org/streetscapestudy
  • Seventh Street Fountain Park: The Partnership is leading efforts to renovate this historic public park in collaboration with the City of Frederick, the African American Resources, Cultural Heritage Society and the Ausherman Family.
  • Carroll Creek Wayfinding: Collaborating with the City of Frederick and Visit Frederick, the Partnership is helping to coordinate the design of improved wayfinding signage for Carroll Creek Linear Park, Frederick County’s most-visited tourism destination.
  • Façade & Fire Suppression Grants: Downtown Frederick Partnership is committed to protecting and restoring its historic architecture. In 2024, the organization granted $58,448 for façade improvements to downtown businesses, and $50,000 was allocated for fire suppression system installations.

Community Engagement & Organizational Growth

The Partnership is dedicated to fostering a connected and engaged community through innovative programs and sustainable funding strategies:

  • Downtown Light Walk: Part of the Partnership’s efforts to enhance the vibrancy of our Main Street district include placemaking initiatives like the Downtown Frederick Light Walk. The Light Walk features 6 unique lighting installations, including the iconic “Disco Garage” stairwell in the Carroll Creek Parking Garage and “Kaleidoscope” light tunnel in Everedy Square & Shab Row.
  • Fundraising & Community Support: Downtown Frederick Partnership is celebrating its 35th year in 2025. The organization has continued to evolve and grow over the years – establishing beloved local events, providing critical support to our small businesses, and so much more. None of this would have been possible without the community’s support. In FY24, more than 50% ($644,000) of the Partnership’s operating budget came from fundraising and grants, and more than 3,000 hours of volunteer service were provided to support the Partnership’s work.

Marketing & Events

The Partnership continues to promote Downtown Frederick as a premier destination through strategic marketing and engaging events. To this end, the Promotion Committee spends hundreds of hours organizing and executing events like First Saturday, Alive @ Five and Frosty Friday that make Downtown Frederick a vibrant destination and a fun place to live.

  • Marketing Investment: To promote Downtown Frederick as a thriving Main Street district with unique shopping, dining and experiences, the Partnership implements a robust marketing campaign by committing more than $115,000 annually to advertising and promotional efforts.
  • Events: The Partnership organizes over 60 events annually, including monthly First Saturdays and Artwalks that showcase local shops, restaurants, galleries and small businesses, while seasonal events like Halloween in Downtown Frederick (October 25), Fall Fest (September 26–28), Frederick @ Night (November 7), Frosty Friday (November 28), and the Love Local Tour (December) create festive community experiences. Alive @ Five (kicks off May 8 this year) provides a stage for a diverse lineup of musicians all summer long and Bites & Bevs (March 2026) highlights the city’s vibrant food and beverage scene. Unique experiences like the Lawn Party at the High Wheel (July 12) and Uptown Salsa Night (October) offer memorabl e moments, while the annual Fire in Ice event (February 6 – 7, 2026) draws over 25,000 visitors each February, making it one of Downtown Frederick’s most anticipated traditions.
  • Frederick Gift Card Program: Since its inception in 2006, the Downtown Frederick Gift Card program has generated nearly $3 million in spending at downtown businesses. More than 200 businesses accept the card this fiscal year, and more than $250,000 worth of gift cards have been sold.

We are incredibly proud of the progress made over the past year and look forward to another year of collaboration, business support, and community growth,” said Kara Norman, Executive Director of Downtown Frederick Partnership. “With strong backing from local businesses, government, residents, and stakeholders, Downtown Frederick will continue to thrive as a vibrant destination.”

Downtown Frederick, Maryland – Downtown Frederick Partnership, McClintock Distilling and the City of Frederick are excited to announce the development of a new small-scale food hall in Downtown Frederick. This traditional food hall will feature four food stalls ranging from about 200 to 350 square feet, a bar and a market stall, located in a 6,000 square foot lower-level space within a historic commercial building owned by McClintock Distilling. Strategically positioned near East Patrick Street, Carroll Creek Linear Park, the future Downtown Hotel & Conference Center, the Police Headquarters and newly planned housing developments, the food hall is set to become a key attraction for both locals and visitors in the area.

The goal of this initiative is to provide an accessible entry point for early-stage culinary entrepreneurs into Downtown Frederick’s competitive commercial real estate market while also expanding and diversifying business ownership and offerings in the community. By providing shared space and lower startup costs compared to traditional standalone storefronts, the food hall model makes entrepreneurship more accessible to a wider range of small businesses. The food hall will strengthen downtown’s overall dining scene, driving foot traffic and supporting existing businesses.

“The Partnership is thrilled to collaborate with McClintock Distilling and the City of Frederick to support entry stage culinary entrepreneurs” said Kara Norman, Executive Director of Downtown Frederick Partnership. “This project will foster a more diverse and inclusive small business community in Downtown Frederick. By making entrepreneurship more accessible, we’re not just enhancing our local dining scene—we’re strengthening the economic landscape of our community.”

The Partnership is committed to strengthening Downtown Frederick’s business ecosystem. This project aligns with a key goal in the organization’s 2025 Strategic Plan and Equitable Business Development Strategy by cultivating entrepreneurship, growing businesses, creating jobs and increasing access to resources.

Recognizing that access to affordable commercial space and startup capital are key hurdles for many aspiring business owners, the Partnership pursued funding opportunities that would help lower these obstacles. By securing funds to help offset buildout costs, the Partnership is able to work with McClintock Distilling (who will operate the food hall) to guarantee that future tenants have access to reduced rent and/or upfront financial assistance. This partnership will help to lower startup costs and provide a more inclusive pathway for small- scale entrepreneurs.

“This project is a perfect example of what happens when we work together to lower the barriers to business ownership,” said Mayor Michael O’Connor. “By partnering with Downtown Frederick Partnership and McClintock Distilling, we’re creating opportunities for entrepreneurs who might otherwise be locked out of traditional commercial spaces. It’s about making Frederick a place where good ideas and hard work have a real chance to thrive.”

The project is supported by a $300,000 grant from Project Restore 2.0 – a unique, one-time grant opportunity by the Maryland Department of Housing and Community Development (DHCD) that revitalizes communities by addressing vacant buildings, supporting small businesses, creating jobs and improving commercial corridors. Grant funding restrictions which prohibit funds from being used for property acquisition or new construction on vacant lots narrowed the selection process, and the food hall site emerged as a strategic choice. Additionally, due to the project’s scale and potential impact, the City of Frederick sought funding from DHCD’s Strategic Demolition Fund and was ultimately awarded $200,000 to assist with the building’s rehabilitation.

Renovation costs are expected to exceed $1,000,000, including expenses for architectural design, engineering and food hall consultation. Construction is scheduled to begin in late summer 2025, with the food hall expected to be operational within the next year. The application process for food hall tenants will launch in spring 2025. McClintock Distilling and the Partnership will engage several key community partners to assist with tenant recruitment
and selection.

Braeden Bumpers, Co-Founder of McClintock Distilling, emphasized the significance of this initiative, stating, “We are very excited to be working on this project with Downtown Frederick Partnership and the City. As a small family-owned business, we are proud to work on a project that gives opportunities to other new entrepreneurs to bring new concepts and flavors to Downtown Frederick. We hope to extend and continue the values of innovation, quality and community engagement to the food hall concept and hope it becomes a mainstay of the downtown experience.”

Both the Partnership and McClintock Distilling bring extensive experience and expertise to the project. The McClintock team has previously renovated two historic properties near the project site, which now house McClintock Distilling and McClintock’s Back Bar. McClintock will own and manage the food hall and oversee the design and construction process, hiring architects, engineers and contractors to complete the project.

More than just a dining destination, the food hall is poised to become a hub for community engagement, a driver of local economic growth and a catalyst for new restaurant concepts that will enhance Downtown Frederick’s culinary vibrancy.

Downtown Frederick Partnership is proud to announce its recognition as a Green Partner by the Frederick County Division of Energy & Environment for the organization’s ongoing efforts to support Frederick County’s sustainability goals. This recognition is part of a broader initiative to promote sustainability within Frederick County. The Green Partner program celebrates local organizations that demonstrate a commitment to environmental sustainability through actions such as reducing energy consumption, promoting recycling and supporting green business practices.

As part of its eco-friendly initiatives, the Partnership introduced PET recyclable plastic cups for beer, wine, and cocktails, as well as aluminum water bottles, in 2023. These greener alternatives helped the Partnership recycle nearly 830 pounds in 2024—the equivalent of approximately 32,000 plastic cups. These ongoing efforts underscore the Partnership’s dedication to reducing waste, promoting responsible recycling and encouraging local businesses to embrace sustainable practices. “We are honored to be recognized as a Green Partner by the Frederick County Division of Energy & Environment,” said Kara Norman, Executive Director of the Downtown Frederick Partnership. Beyond Alive @ Five event, our historic preservation work is grounded in sustainability, and we are proud to contribute to a more eco-friendly downtown.”

Tiara Lester, Sustainability Program Administrator for the Frederick County Government Division of Energy & Environment, noted, “We are thrilled to celebrate our partnership with Downtown Frederick Partnership! Together, we are driving positive change by fostering a sustainable future, advancing environmental stewardship, and empowering our community to adopt green practices that will create a healthier, more resilient Frederick.
