The 2026 Mission: Interior grant application closes on June 12, 2026. Grants are awarded through a competitive process. Businesses can receive matching grants of up to $5,000 per location, with $25,000 available for 2026.<\/p>\n\n\n\n<div class=\"wp-block-buttons alignwide is-content-justification-center is-layout-flex wp-container-core-buttons-is-layout-16018d1d wp-block-buttons-is-layout-flex\">\n<div class=\"wp-block-button\"><a class=\"wp-block-button__link wp-element-button\" href=\"https:\/\/downtownfrederick.org\/missioninterior\/\" target=\"_blank\" rel=\"noreferrer noopener\">Apply for the 2026 Mission: Interior Grant<\/a><\/div>\n<\/div>\n\n\n\n<div class=\"wp-block-citadela-blocks-spacer citadela-block-spacer\"><div class=\"inner-holder\" style=\"padding-top:30px\"><\/div><\/div>\n\n\n\n<h2 class=\"wp-block-heading has-text-color\" style=\"color:#7a7470\"><strong>Facade Improvement Grant<\/strong><\/h2>\n\n\n\n<p>Downtown Frederick Partnership offers a Facade Improvement Grant that will provide 50 percent of eligible facade improvement costs up to a maximum grant amount of $20,000.&nbsp;Applications are processed on a first come, first served basis. Grants can be provided to either the property owner or the tenant\/business owner.&nbsp;<\/p>\n\n\n\n<p>Projects must be approved <em>prior<\/em> to beginning work.&nbsp;Painting, awnings, lighting, signage and other projects are eligible for funding. The loan is repaid through a long-term surcharge on the property tax bill that transfers with the sale of the property.&nbsp;<a href=\"http:\/\/www.discoverfrederickmd.com\/lib24watch\/files\/download\/1450\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>More details here<\/strong><\/a>.<\/p>\n\n\n\n<p><strong>HUBZones (Historically Underutilized Business Zones)<\/strong>&nbsp;give small businesses Federal contracting preferences. Businesses within Downtown Frederick are eligible.<\/p>\n\n\n\n<p>The <a href=\"https:\/\/energysavemd-bizsolutions.com\/small-business-direct-install\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Potomac Edison Small Business Direct Install Program<\/strong><\/a><strong> <\/strong>offers energy efficiency incentives.<\/p>\n\n\n\n<p>The State of Maryland\u2019s Department of Commerce offers numerous <strong>finance programs<\/strong> for businesses. The Downtown Frederick A&amp;E District is co-managed by <a href=\"mailto:kara@downtownfrederick.org\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Downtown Frederick Partnership<\/strong><\/a> and the <a href=\"mailto:kennelly@frederickartscouncil.org\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Frederick Arts Council<\/strong><\/a>.&nbsp;The tax credits are administered by the State Comptroller\u2019s Office. For performing artists, this includes income derived from performances in a district. For all qualified residing artists, this includes internet sales originating in a district. &nbsp;Artists who would like to take advantage of the program must submit&nbsp;<a href=\"https:\/\/www.marylandtaxes.gov\/forms\/20_forms\/502AE.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Maryland State Tax Form 502AE<\/strong><\/a>&nbsp;when filing your state income tax returns.<\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-90db7496f193b2126ff9da964958b465\" style=\"color:#7a7470\">Property Tax Credits:<\/h3>\n\n\n\n<p>Both the City of Frederick and Frederick County have enacted property tax credits for the renovation or construction of arts related spaces within the&nbsp;<a href=\"https:\/\/downtownfrederick.org\/wp-content\/uploads\/AE-District-Map.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Downtown Frederick Arts &amp; Entertainment District boundaries<\/strong><\/a>. Only the increase in assessed valuation of the portion of the property renovated or constructed for a certified arts use is eligible for the property tax credit. The property tax credit is available for seven years and follows a schedule of&nbsp;YEARS 1-4:&nbsp;100% Exempt,&nbsp;YEAR 5:&nbsp;75% Exempt,&nbsp;YEAR 6:&nbsp;50% Exempt,&nbsp;YEAR 7:&nbsp;25% Exempt,&nbsp;YEAR 8+:&nbsp;0% Exempt.<\/p>\n<\/div>\n<\/div>\n<\/div><\/div>\n\n\n\n<div class=\"wp-block-citadela-blocks-custom-container citadela-block-custom-container size-wide bg-type-none inside-space-none\"><div class=\"inner-holder\">\n<div class=\"wp-block-citadela-blocks-spacer citadela-block-spacer\"><div class=\"inner-holder\" style=\"padding-top:30px\"><\/div><\/div>\n\n\n\n<p>A <a href=\"https:\/\/www.businessinfrederick.com\/185\/Tax-Credits\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Brownfields Property Rehabilitation Tax Credit<\/strong><\/a> is available for voluntary cleanup or a corrective action plan of a qualified brownfield property. Provides a five year tax credit of 50% of the City property tax attributable to the increase in the assessment of the qualified site, including improvements added to the site during the credit period.&nbsp;<\/p>\n\n\n\n<p>The Maryland Historical Trust (State of Maryland) offers a <a href=\"https:\/\/mht.maryland.gov\/Pages\/funding\/tax-credits-competitive-commercial.aspx\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Competitive Commercial Tax Credit<\/strong><\/a>. Owners of income-producing properties have the opportunity to earn a state income tax credit (capped at $5 million) that is equal to 20 percent of eligible rehabilitation expenses for substantial rehabilitation projects. Substantial rehabilitation projects are defined as projects with eligible expenses that exceed the greater of the adjusted basis value of the structure or $25,000.<\/p>\n\n\n\n<p>The <a href=\"https:\/\/www.businessinfrederick.com\/185\/Tax-Credits\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Downtown Property Rehabilitation Tax Credit<\/strong><\/a> offers an exemption from the increase in city real estate taxes attributable to the rehabilitation of existing structures located in Downtown Frederick. Following the completion of project work, submit an <a href=\"https:\/\/www.businessinfrederick.com\/DocumentCenter\/View\/523\/Downtown-Rehabilitation-Tax-Credit-Application-Form\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>application<\/strong><\/a> and all back-up documentation by April 30<sup>th<\/sup>&nbsp;for the tax credit to be applied on the following fiscal year\u2019s bill.<\/p>\n\n\n\n<p>The <a href=\"https:\/\/www.businessinfrederick.com\/185\/Tax-Credits\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>High Performance Buildings Tax Credit<\/strong><\/a> is available to new LEED certified (or equivalent) buildings. The tax credits are granted as a percentage of the City\u2019s property tax, determined by the performance rating of the building. Following the completion of project work, submit an <a href=\"https:\/\/www.businessinfrederick.com\/DocumentCenter\/View\/504\/High-Performance-Buildings-Tax-Credit-Application\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>application<\/strong><\/a> and all back-up documentation by April 30<sup>th<\/sup>&nbsp;for the tax credit to be applied on the following fiscal year\u2019s bill.<\/p>\n\n\n\n<p>The City\u2019s <a href=\"https:\/\/www.cityoffrederickmd.gov\/DocumentCenter\/View\/1577\/COF-HP-Property-Tax-Credit-Guide?bidId=\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Historic Preservation Property Tax Credit<\/strong><\/a> is available to property owners for 25 percent of eligible work, up to a maximum of $7,500, to rehabilitate the exterior of a building located within the historic district overlay. This credit only applies to City property taxes. <strong><a href=\"https:\/\/frederickmd.portal.opengov.com\/categories\/1091\/record-types\/6588\" target=\"_blank\" rel=\"noreferrer noopener\">Applications<\/a><\/strong> for this program are now available and are due April 1, 2025.<\/p>\n\n\n\n<p>The federal <a href=\"https:\/\/www.nps.gov\/subjects\/taxincentives\/index.htm\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Historic Rehabilitation Tax Credit<\/strong><\/a> provides a 20 percent tax for historic, income producing buildings when a substantial amount is spent to rehabilitate the building.&nbsp;<\/p>\n\n\n\n<p>Frederick County offers a <a href=\"http:\/\/www.discoverfrederickmd.com\/lib24watch\/files\/download\/447\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Small Business Tax Credi<\/strong><\/a><strong><a href=\"https:\/\/www.discoverfrederickmd.com\/DocumentCenter\/View\/98\/Small-Business-Tax-Credit-PDF\" target=\"_blank\" rel=\"noreferrer noopener\">t<\/a><\/strong> to businesses that obtain at least 2,500 square feet of new or expanded premises and employ at least five people in full-time jobs during a 24-month period in the same time period. The exemption schedule is as follows: 40% in the 1<sup>st<\/sup>&nbsp;and 2<sup>nd<\/sup>&nbsp;taxable years, 30% in the 3<sup>rd<\/sup>&nbsp;and 4<sup>th<\/sup>&nbsp;taxable years, 20% in the 5<sup>th<\/sup>&nbsp;and 6<sup>th<\/sup>&nbsp;taxable years and 0% for each taxable year thereafter. A <a href=\"https:\/\/www.discoverfrederickmd.com\/158\/Tax-Credits\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Frederick County New Jobs Credit<\/strong><\/a> may be available to businesses who construct or expand by at least 5,000 square feet in a priority funding area and create at least 25 full-time jobs within the first two years.<\/p>\n\n\n\n<p>The Maryland Historical Trust (State of Maryland) offers a <a href=\"https:\/\/mht.maryland.gov\/Pages\/funding\/tax-credits-small-commercial.aspx\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Small Commercial Tax Credit<\/strong><\/a> for rehabilitation projects under $500,000. Eligible projects may earn a state income tax credit equal to 20 percent of qualified rehabilitation expenditures.&nbsp;Applications are accepted on a first-come, first-served rolling basis until the program cap has been reached.&nbsp;<\/p>\n\n\n\n<p>The <a href=\"https:\/\/www.businessinfrederick.com\/185\/Tax-Credits\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Vacant Commercial Property Rehabilitation Tax Credit<\/strong><\/a> is available for the rehabilitation of a commercial property that has been vacant and marketed for at least 18 of the last 24 months prior to the start of the rehabilitation. This tax credit offers a seven-year property tax credit (City and County) on the increased assessed value of the property and calculated by the City&#8217;s Exemption Schedule.
